HRA can only take in horses for care, treatment, rehabilitation and re-homing that are voluntarily surrendered to it by the authorised owners of the horse, or as provided by organisations with statutory authority (such as the RSPCA, local councils and Animal Welfare League) that have obtained legal title to the horse pursuant to their legislative authority.
